I. National general public budget revenue and expenditure
(1) The general public budget revenue situation.
In the first half of the year, the country's general public budget revenue was 12104.7 billion yuan, an increase of 4.7% over the previous year. Among them, the country's tax revenue was 9786.5 billion yuan, up 5.3% year on year; non-tax revenue was 2318.2 billion yuan, up 2.3% year on year. The main tax revenue items are as follows:
1. Domestic value-added tax was 3858.1 billion yuan, an increase of 6% over the previous year.
2. Domestic consumption tax was 867.3 billion yuan, a year-on-year decrease of 3.4%.
3. Corporate income tax was 2588 billion yuan, an increase of 3.9% over the previous year.
4. Personal income tax was 898.2 billion yuan, an increase of 13.1% over the previous year.
5. Value-added tax and consumption tax on imported goods amounted to 975.8 billion yuan, an increase of 11.8% over the previous year. Tariffs amounted to 115 billion yuan, an increase of 5.1% over the previous year.
6. Refund of value-added tax and consumption tax on exported goods amounted to 1338.7 billion yuan, an increase of 5.4% over the previous year.
7. Urban maintenance and construction tax was 273 billion yuan, an increase of 3.8% over the previous year.
8. Vehicle purchase tax was 115.3 billion yuan, an increase of 13.7% over the previous year.
9. Stamp duty was 275.2 billion yuan, an increase of 40.9% over the previous year. Among them, stamp duty on securities transactions was 154.9 billion yuan, an increase of 97.3% over the previous year.
10. Resource tax was 16.4 billion yuan, an increase of 11.5% over the previous year.

(2) General public budget expenditure.
In the first half of the year, the national general public budget spent 14332.9 billion yuan, an increase of 1.5% over the previous year. Looking at the central government and local authorities, the central government's general public budget expenditure at this level was 2121.8 billion yuan, an increase of 6.5% over the previous year; the local general public budget expenditure was 12211.1 billion yuan, an increase of 0.6% over the previous year.
The main categories of expenditure are as follows:
1. Education expenditure was 216.08 billion yuan, an increase of 0.6% over the previous year.
2. Science and technology expenditure was 485.4 billion yuan, an increase of 1.3% over the previous year.
3. Cultural tourism, sports and media expenditure was 162.6 billion yuan, a year-on-year decrease of 6.4%.
4. Social security and employment expenses amounted to 2636 billion yuan, an increase of 7.6% over the previous year.
5. Health expenditure was 1219.1 billion yuan, an increase of 10.8% over the previous year.
6. Energy saving and environmental protection expenditure was 229.4 billion yuan, a year-on-year decrease of 10.3%.
7. Urban and rural communities spent 983.8 billion yuan, a year-on-year decrease of 2%.
8. Agriculture, forestry and water expenditure amounted to 971.4 billion yuan, a year-on-year decrease of 8.6%.
9. Transportation expenditure was 547.2 billion yuan, a year-on-year decrease of 2.6%.
10. Debt interest payments amounted to 699.1 billion yuan, an increase of 4.5% over the previous year.
II. Budget revenue and expenditure of national government funds
(1) The budget revenue situation of government funds.
In the first half of the year, the national government fund budget revenue was 1524.4 billion yuan, a year-on-year decrease of 21.6%. Looking at the central government and local authorities, the budget revenue of central government funds was 239.7 billion yuan, up 10.3% year on year; local government fund budget revenue was 128.47 billion yuan, down 25.6% year on year. Among them, revenue from state-owned land use rights concessions was 977.8 billion yuan, down 31.5% year on year.
(2) Budget expenditure of government funds.
In the first half of the year, the national government fund budget expenditure was 3870.5 billion yuan, a year-on-year decrease of 16.4%. Looking at the central government and local authorities, central government fund budget expenditure was 223.9 billion yuan, down 64.5% year on year; local government fund budget expenditure was 36466 billion yuan, down 8.8% year on year. Among them, expenditure related to revenue from state-owned land use rights concessions was 1710.5 billion yuan, down 17% year on year.
