
The Zhitong Finance App learned that on August 6, the Hong Kong Government announced the details of the sale of a new batch of silver bonds. The target issuance amount is HK$50 billion, with a maximum issuance of HK$55 billion based on subscription responses. Bank bonds are HK$10,000 per lot, with a term of 3 years. Dividends are paid every six months, and the interest rate is linked to local inflation. This time, the guaranteed interest rate is 4.25%, higher than 3.85% of the previous batch of bank bonds.
The subscription period is from 9:00 a.m. on August 21 to 2:00 p.m. on September 4. The subscription results are expected to be announced on September 11 and released on September 15. Citizens who hold a valid Hong Kong identity card and were born in 1967 or before can apply through the placing bank or designated securities broker.
In terms of the distribution mechanism, the Hong Kong Government will distribute according to a revolving mechanism, and each investor will receive up to 100 lots. Bank bonds do not have a second-hand market and will not be listed on any stock exchange. Investors can sell bonds to the government before the bonds expire, and the government will redeem the bonds at the original price and corresponding accumulated interest.
Hong Kong's Financial Secretary Chan Mao-po said that the SAR government will continue to issue silver bonds this year to provide a safe, stable and low-risk investment option for the elderly, while encouraging the financial industry to seize the business opportunities brought about by the silver economy. This batch of silver bonds is issued under the Infrastructure Bond Program. The funds raised are used to develop public works projects to promote infrastructure and urban construction in Hong Kong. While improving the quality of life of citizens, they also allow the public to participate and benefit from it.
According to data, silver bonds are government retail bonds issued by the Hong Kong Government for the elderly (also known as “silver-haired people”) since 2016. As of 2026, silver bonds have been issued to the 11th batch. Silver bonds issued in 2023 have a guaranteed interest rate of 5%, the highest in history, while the new batch of silver bonds has the second-highest guaranteed interest rate in history.
