
According to Woofun AI, the US Securities and Exchange Commission is speeding up the construction of a regulatory framework for crypto assets. Chairman Paul Atkins sees formulating formal rules for digital asset issuance as a core task, with the aim of establishing a clear path of compliance operations for the industry.
The August 14 meeting will be presided over by three members, all Republicans, to publicly solicit public comments on the proposals. Although the agenda was already set, the regulators only issued a rare notice late Monday, announcing that a meeting would be held on Friday. This regulatory move comes on the heels of the US Senate's failure to launch a key vote on the Digital Asset Market Clarity Act last week before the August recess. The bill was supposed to lay the legal foundation for the US cryptocurrency market, and its stagnation directly spawned active intervention by the SEC.
TD Cowen analyst Jarrett Seiberg notes that given the legislative vacuum, this rule will be the SEC's first move to provide regulatory certainty. According to Woofun AI, the framework will design a special issuance mechanism for specific investment contracts, allowing companies to finance without meeting SEC registration requirements and be exempt from regulatory jurisdiction when they no longer directly manage the project.
However, it will still take several months to develop the rules. The public comment period alone is as long as two to three months, and subsequent revisions are even longer.
In addition to issuing new regulations, the SEC is collaborating with the Commodity Futures Trading Commission to develop a classification system to clarify the regulatory affiliation of various cryptocurrencies. At the same time, tokenized securities solutions are also being studied and are seen as an important strategic move for Atkins. Although Atkins emphasized the critical importance of US congressional legislation, it is extremely unlikely that the relevant bill will be passed next month, and institutional self-regulation is currently the only path.
