The Zhitong Finance App learned that Palantir Technologies (PLTR.US) is at a historic turning point in the field of artificial intelligence battlefield applications. With the US Department of Defense officially establishing Palantir's Maven Intelligence System (MSS) as a “Program of Record” (Program of Record), the big data analysis company's status in the military AI field has jumped from an “experimental tool” to a “core combat asset.” Wall Street agency William Blair on Wednesday reaffirmed Palantir's “outperforming the market” rating and made it clear that the Maven system is moving towards the goal of at least $1 billion in annualized recurring revenue (ARR).
From “experimental projects” to “core systems”: Maven's formal path to transformation
The official “overhaul” of the Maven system began in March of this year. US Deputy Secretary of Defense Steve Feinberg (Steve Feinberg) clearly indicated in a memorandum to senior Pentagon officials and US military commanders on March 9 to list Palantir's Maven AI system as an official US military filing project. This decision ensures that Palantir's weapon targeting technology will be used by the US military in the medium to long term, and provides it with a stable long-term financial guarantee.
According to the memorandum, supervision of the Maven system was transferred from the US National Geospatial Intelligence Service to the Pentagon's Chief Digital Artificial Intelligence Office within 30 days, and the US Army is solely responsible for signing related contracts in the future. The decision is expected to take effect before the end of the current fiscal year in September 2026.
Maven is a command and control software platform that can analyze battlefield data and identify targets. It can quickly process massive amounts of data from satellites, drones, radars, sensors, and intelligence reports, and uses AI to automatically identify potential threats or targets. The system has played a key role in thousands of precision strikes against Iran, and has been used by the Joint Chiefs of Staff, various combat commands, some defense and intelligence agencies, and NATO allies.
In its report, the agency emphasized that as the Pentagon is focusing on developing artificial intelligence and high-tech weapon systems, Palantir's Maven intelligent system is viewed as a strategic asset “as important as the most important ammunition on the battlefield.” It has been used by the US Department of Defense as the primary battlefield command and control, targeting, and situation awareness platform.
Analyst explains: The potential of a billion dollars in annual revenue is being realized
William Blair analyst Louie DiPalma pointed out in the latest report that the Pentagon is fully investing in Palantir's Maven intelligence system. The agency's government project tracker shows that MSS is Palantir's largest contract to date, and the Department of Defense's plan is moving towards a revenue target of 1 billion US dollars per year, covering multiple contracts.
DiPalma stressed that all signs point to continued strong growth over the next nine months, and MSS is expected to qualify as a formal project. As the Pentagon is focusing on developing artificial intelligence and other high-tech weapon systems, the Maven intelligent system is viewed as “as important on the battlefield as the most important ammunition.”
According to William Blair's data, the widespread promotion of Palantir MSS has become the main driver of the company's US government revenue growth, accelerating its growth rate from 5% in the fourth quarter of 2023 to 90% in the second quarter of 2026. The company's overall revenue grew by an impressive 79% in the past 12 months ending Q2 2026.
Funding guarantee: From an additional $244 million to a budget application of $2.3 billion
At the financial level, the Pentagon is securing continued investment in the Maven system through multiple channels.
Additional funding: In another memorandum of August 4, Deputy Minister Feinberg directed additional funding of up to $243.9 million for Palantir related services by March 2027. The Directive also requires the Defense Department's Chief Procurement Officer and Comptroller General to maintain financial support for Palantir until March 2027 and seek additional funding opportunities from April 2027 to December 2028.
Long-term budget: More notably, the 2027 Defense Budget Application has already budgeted $2.3 billion for Maven Intelligent Systems and the “Joint Fire Network” (JFN). The Center for Strategic and International Studies (CSIS) stated in an analysis report on June 2 that the purpose of this funding is to transform the US military's integrated command and control concept “CJADC2” from a concept to an enforceable combat capability.
The government revenue engine is running at full speed, and high growth and high valuations coexist
The full rollout of the Maven system has become the absolute mainstay of Palantir's revenue growth for US government departments. The latest financial report shows:
Q2 revenue reached $1.94 billion, up 94% year over year.
Revenue from US government departments was $809 million, up 90% year over year.
The company's overall revenue increased 79% over the past 12 months, and gross margin reached 84.8%.
The total remaining contract value for US government business reached 11.8 billion US dollars, and the remaining performance value (RPO) was 4.5 billion US dollars, an increase of 134% over the previous year.
Competitive barriers and market prospects
Despite the bright future, William Blair also pointed out the main risk Palantir faces — competition from large language models (LLM), particularly the possibility that former Palantir deployment engineers might build similar applications at lower prices on the LLM platform.
However, Palantir's pioneering advantage and deep integration in the military AI field have built a strong moat. In August 2025, the US Army awarded Palantir a 10-year, $10 billion enterprise agreement to consolidate 75 decentralized contracts into a single procurement framework.
Valuation concerns
Driven by multiple benefits, Palantir's stock price has continued to rise since this year. The market capitalization has exceeded 420 billion US dollars. Palantir's current market value and extremely high valuation multiples are still the focus of market disputes. Although InvestingPro analysis believes that the stock is overvalued compared to its fair value valuation, Wall Street institutions continue to raise their target prices. Palantir's core card position in the AI military complex continues to attract the attention of long-term investors.
