Artificial intelligence has profoundly transformed the development methods, product forms and service models of the software and information technology service industry, and has become the core engine driving industrial upgrading. This plan is formulated to thoroughly implement the “Opinions of the State Council on Further Implementing the “Artificial Intelligence +” Action, accelerate the integrated application of artificial intelligence technology in the software and information technology service industries, reshape the core competitiveness of software, and promote the high-quality development of the software and information technology service industry.
I. General Requirements

2. Promote the transformation of software production and accelerate the move towards “intelligent drive”
(1) Optimize the intelligent programming tool chain. Develop intelligent programming tools driven by intelligent devices, deeply optimize software development scenarios, and enhance project-level and full-process independent development capabilities. Promote deep adaptation and integration of intelligent programming tools with code hosting platforms, cloud services, open source communities, etc., and improve the software development and deployment ecosystem. Support enterprises that are in a position to do so to promote and apply it on a large scale, and continuously improve the maturity of models and tools. Develop user-friendly intelligent programming tools for the public to lower the threshold of use.
(2) Accelerate the promotion of intelligent technology reform in software enterprises. Support local organizations that are in a position to do so to carry out intelligent technical reform of software enterprises, guide enterprises to increase investment in intelligent programming applications, and transform software development processes. Encourage local authorities to make good use of existing capital and policy channels, and prioritize support for software companies with outstanding results based on the effectiveness of intelligent programming applications such as code quality and R&D benefits. 3. Accelerate the intelligent upgrading of software products and vigorously promote “smart partners”

4. Cultivate new smart software business formats and accelerate “continuous evolution”

6. Consolidate the foundation for intelligent software development
(13) Promote open source software collaborative innovation. Relying on the national open source foundation and artificial intelligence open source community, we guide enterprises to open up achievements such as intelligent programming, intelligent software products, and smart devices, support the launch of key open source projects in the community, establish open source zones in the field of intelligent operating systems, etc., and strengthen the application and compliance guidelines of independent open source licensing agreements. Establish a mechanism for selecting and nurturing high-quality open source projects, encourage exploration of diversified business models, and promote the in-depth application of high-quality projects in manufacturing, finance and other fields.
