
The Zhitong Finance App learned that the Hong Kong Generative Artificial Intelligence Research and Development Center (HKGAI) mentioned in the “First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region” and the new “Policy Address” released by Chief Executive Li Jiachao yesterday, the in-depth implementation of the “Artificial Intelligence +” campaign, the promotion of national AI training, the development of computing power infrastructure such as the Shaling Data Park, the construction of a comprehensive urban management system for the “three major innovation and technology parks and five major R&D institutions”, improving the AI and data governance framework, and launching a digital education learning resource platform Key initiatives in innovation and technology were warmly welcomed.
HKGAI will actively implement the national “15th Five-Year Plan” and the “Hong Kong First Five-Year Plan”, continue to promote independent R&D and implementation of AI technology in Hong Kong, cultivate local innovation and technology talents, and fully assist Hong Kong to become an international innovation and technology center and high-end talent hub.
HKUST's Executive Vice President and HKGAI Director Guo Yike said that HKGAI will work with the government, industry and all sectors of society to implement the policy of 'AI industrialization and industrial AI'. He is convinced that AI can drive economic growth in various fields and scenarios and push Hong Kong into a smart city. Furthermore, HKGAI is currently striving to transform R&D results into diversified artificial intelligence solutions, empowering enterprises and institutions, and moving towards intelligent upgrading.
In terms of digital government and citizen services, HKGAI will further deepen integration with “smart and convenient” platforms in the future to help citizens search and obtain various e-government and public services in a faster and more direct manner, and jointly create a seamless “one-stop” smart government service experience.
Regarding the “2026 Policy Address” proposing to publish AIAgent safety management guidelines applicable to the whole society, HKGAI will fully cooperate with the HKSAR Government's safety management guidelines and governance framework, and will be happy to provide technical advice on local model alignment and safety evaluation experience to ensure that AI promotes social development under the premise of safety, trustworthiness and compliance. In addition, HKGAI also supports the government in making every effort to promote the construction of the Shaling Data Park.
