The parent company of Facebook, WhatsApp, and Instagram claimed that Category 1 duties under the act - such as user protection from fraudulent ads and additional reporting on illegal content - do not apply to private one-to-one and small-group messaging. Separately, online game platform Roblox and social question-and-answer website Quora have also taken Ofcom to court over the categorization of their services.
