He pointed out that the main axis of the five-year plan is to integrate and serve the country's overall development situation, build a global cooperation network, and promote the goals of developing the economy and improving people's livelihood through this main axis.
Li Jiachao said that in terms of intranets, Hong Kong will deepen the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, strengthen cooperation in scientific and technological innovation, promote “hard connectivity” of infrastructure, “soft connectivity” of rules and mechanisms, and “heart connectivity” for residents of Guangdong, Hong Kong and Macao. In terms of external communication, Li Jiachao indicated that Hong Kong will be deeply involved in high-quality joint construction of the Belt and Road Initiative, not limited to infrastructure financing, but will also create diversified professional service advantages throughout the chain. Hong Kong will deepen international exchanges, expand the global cooperation network, actively participate in the affairs of international organizations, promote rule-making and interface, help enhance the country's international influence and voice, lower the threshold for local and mainland enterprises to go overseas, and explore the international market.
Li Jiachao also said that the “15th Five-Year Plan” period was a period of strategic opportunity for Hong Kong to actively adapt to the trends of the times.
