On October 8-9, Minister of Commerce Wang Wentao and European Commission Trade and Economic Security Commissioner Shev Covic co-hosted the second regular meeting of the Sino-European Trade and Investment Consultation Mechanism in Beijing and issued a joint statement. Based on the position of “a stable and balanced key trade partner between China and Europe,” the two sides jointly took stock of the progress of negotiations on the four working areas of trade and investment balance, export control, intellectual property rights, and WTO reform under the mechanism since the first meeting, and had equal, professional, and constructive discussions on important economic and trade issues between China and Europe. The two sides agreed to continue to maintain communication and negotiations on market access issues, gradually push for resolution of mutual concerns such as the ban on financing of medical devices, agricultural products, and inverters, and continue to promote an upward balance in trade between China and Europe. The two sides agreed to further strengthen the Sino-European export control dialogue mechanism, continue to strengthen policy communication, promote resolution of the concerns of the two sides in individual cases, and study the possibility of introducing facilitation measures. The two sides agreed to conduct technical dialogue on EU foreign subsidy regulations and continue to strengthen exchanges and cooperation on intellectual property protection and WTO reform. The two sides agreed to explore investment and future-oriented cooperation. Wang Wentao expressed concern over the economic and trade restrictions recently introduced by the EU, and reiterated that China is not the root cause of the EU issue, but rather a partner in solving the problem; he urged Europe and China to move in the opposite direction, resolve frictions and differences through dialogue and consultation on the premise of complying with WTO rules and taking care of each other's interests, explore new opportunities for cooperation, expand new space, and contribute to the promotion of international economic growth and the safety and stability of the global production and supply chain. Shevchović said that China is an important economic and trade partner of the EU and is willing to strengthen communication with China under the EU-China trade and investment consultation mechanism, manage frictions and differences through dialogue and consultation, and jointly seek constructive solutions to promote a more balanced and stable development of economic and trade relations between Europe and China. Both sides believe that the second regular meeting is a new starting point for deepening cooperation between China and Europe, and instruct the work team to continue to push forward follow-up work, promote the early implementation of consensus on relevant results, and prepare for the third regular meeting of the Sino-European trade and investment consultation mechanism.
