The Zhitong Finance App learned that on October 12, the Hong Kong Securities Regulatory Commission approved six companies as approved securities registrars, namely Baldron Securities Registration Co., Ltd., Hong Kong Central Securities Registration Co., Ltd., Securities Registration Co., Ltd., Hong Kong Manager's Secretary Limited, Zhuojia Securities Registration Co., Ltd., and United Securities Registration Co., Ltd. The relevant approval will take effect from the implementation of the paperless securities market system on November 16, 2026. At the same time, all of the above companies have been approved to continue to provide the securities registration agency services they currently provide.

Among the six approved securities registrars approved this time, Hong Kong Central Securities Registration Limited and Tricor Securities Registration Limited have been approved to provide services related to the paperless securities market, and will be the first group of approved securities registrars to provide such services. The Hong Kong Securities Regulatory Commission will review and consider other applications in due course.

After the implementation of the paperless securities market system, listed issuers of prescribed securities must appoint an approved securities registration agency at all times to maintain their register of holders.

If the securities of the listing applicant are listed in paperless form after November 16, 2026, an authorized securities registrar authorized to provide services related to the paperless securities market must be appointed. Existing issuers are required to participate in the new system within five years. Therefore, listing applicants and existing issuers should continue to contact their respective securities registrars to prepare for participation in the paperless securities market system.
