The Zhitong Finance App learned that on October 13, Choi Kit-ming, Permanent Secretary General of the Hong Kong Innovation, Technology and Industry Bureau, attended the luncheon and delivered a speech at the “Building Hong Kong · Integrating the Future” — Business Outbound and Financial Empowerment Summit. Choi Kai-ming said that Hong Kong is actively exploiting its unique advantage of relying on the motherland and connecting the world, acting as a “super contact” and “super value-added person” to help enterprises connect with the mainland and global markets, connect with international resources, and explore more development opportunities.

Cai Jieming pointed out that this summit relied on the Hong Kong Autumn Electronics Fair, set up a new themed exhibition area “Future Industry Hall”, and introduced international authoritative and iconic events, showcasing the cohesion between Hong Kong's electronics industry and the IT industry. It also fully demonstrated Hong Kong's unique advantages as a link hub for international exhibitions and advanced manufacturing resources.

Choi Kai-ming said that the country's “15th Five-Year Plan” made important arrangements this year, and the SAR government also issued the first “Hong Kong Special Administrative Region's First Five-Year Plan for Economic and Social Development (2026-2030)” to actively connect with the national development strategy. The “Hong Kong First Five-Year Plan” proposes to promote the deep integration of technology and industry, promote the development of emerging industries and future industries, and accelerate the construction of an international innovation and technology center.

Choi Kai-ming pointed out that promoting new industrialization is an important direction for the development of innovative technology industries in Hong Kong. The HKSAR Government is actively building a new industrial development system with Hong Kong characteristics. By strengthening industry-university-research collaborative innovation, the transformation and industrial application of scientific research results is promoted, and the development of strategic emerging industries such as artificial intelligence, microelectronics, life and health technology, and advanced manufacturing are supported.

In order to continuously improve Hong Kong's innovation and technology ecosystem, Choi Kai-ming said that the government takes “the three major innovation and technology parks and five major R&D institutions” as the core to promote collaborative development of scientific research, talent and industry, and support the needs of enterprises at different stages of product commercialization. Meanwhile, the Government is actively preparing to establish the first national manufacturing innovation center in Hong Kong, to be operated by the Hong Kong Microelectronics Research and Development Institute to promote upstream and downstream cooperation in the microelectronics industry chain. In addition, the United Nations Industrial Development Organization will also establish the first global center of excellence in advanced manufacturing in the Asia-Pacific region in Hong Kong, which will further enhance Hong Kong's influence in the field of international advanced manufacturing and promote international technological exchanges and industrial cooperation.

Choi Kai-ming said that for companies interested in expanding overseas markets, Hong Kong can play an important role in connecting the mainland with the world. Through the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, Hong Kong can combine its international advantages with the mainland's complete industrial chain to promote collaborative development in R&D, manufacturing and market expansion, help enterprises integrate resources more effectively and seize domestic and foreign market opportunities.

Choi Kai-ming stressed that in order to help enterprises go overseas and upgrade their industries, the SAR government will continue to play the role of a good guide and service provider, continuously optimize the new industrial ecosystem, and provide solid policy and facility support for technology enterprises that want to “go global”. He looks forward to maintaining close cooperation with all sectors of “government, industry, academia, research and investment” to jointly promote the deep integration of innovation, technology and industry, and inject new impetus into the high-quality development of Hong Kong's economy.
