Zhitong Finance App learned that on October 16, the Ministry of Commerce and the Ministry of Science and Technology issued a notice to solicit public comments on revising the “China Catalogue of Prohibited Export Restricted Export Technologies” and implement temporary registration management for related technology exports. Among them, it was mentioned that this public consultation covered 40 technologies in the three fields of artificial intelligence, biomedicine, and photovoltaics. The field of artificial intelligence includes 23 technologies related to large models, smart devices, computing power clusters, and information processing; technologies that have entered the public sector through open source or published academic papers are not included in the scope of management. The biomedical field includes 5 technologies related to cell and gene therapy, small nucleic acid drugs, and pathogenic microorganisms; facilitation measures such as automatic licensing are applied to external licensing models that do not involve transfer of ownership. The photovoltaic field includes 12 technologies related to polysilicon manufacturing, silicon wafer manufacturing, and battery manufacturing; the scope of technology management also includes key and core equipment carrying related technologies.

Ministry of Commerce, Ministry of Science and Technology Notice No. 48 of 2026 to solicit public comments on revising the “China Catalogue of Prohibited Export Restricted Export Technologies” and implement temporary registration management for related technology exports
According to the “Foreign Trade Law of the People's Republic of China” and the “Regulations of the People's Republic of China on the Administration of Technology Import and Export”, the Ministry of Commerce and the Ministry of Science and Technology plan to revise the “China Catalogue of Prohibited and Restricted Export Technologies” to add some artificial intelligence, biomedicine, and photovoltaic technologies. With approval, comments are now being publicly solicited, and pre-export registration management is being implemented simultaneously for related technologies.
I. Proposed revisions
This public consultation covered 40 technologies in the three fields of artificial intelligence, biomedicine, and photovoltaics. See Annex 1 for the specific technical scope and policy statement for comments.
II. How to solicit comments and feedback
From October 16 to November 15, 2026, the public can submit comments on the scope of new technologies, indicators, control policies, facilitation measures, etc. through the following channels:
1. Email: jinxianmulu@mofcom.gov.cn;
2. Fax: 010-65197565;
3. Letter: Security and Control Bureau of the Ministry of Commerce, No. 2 East Chang'an Street, Beijing, 100731.
Please indicate “China's Catalogue of Prohibited Export Restricted Export Technologies” on the email subject, fax homepage, and envelope. When submitting comments, please indicate the contact person, organization, and contact information. Where opinions are submitted in the name of a unit, the official seal of the unit shall be stamped.
III. Pre-export registration requirements
(1) From the date of publication of this notice until the “China Catalogue of Prohibited Export Restricted Export Technologies” is officially revised and implemented, technology export operators shall apply technology trade management information on the unified platform of the Ministry of Commerce's business system before exporting the technology listed in the annex to this notice (https://ecomp.mofcom.gov.cn)登记. Exports that have begun but have not yet been completed are within the scope of registration.
(2) Export situations requiring registration include:
1. Transfer technology ownership rights overseas, such as intellectual property transfers;
2. Domestic technology is authorized for overseas use, such as authorized use of intellectual property rights;
3. The owner or actual controller of domestic technology is changed to an overseas entity;
4. Other situations where the Ministry of Commerce clearly requires registration in the form of a notice or the like.
(3) The registered information mainly includes: basic information on technology export operators and technology recipients, export countries or regions, technologies and uses to be exported, estimated technology export amounts, etc. (subject to the application requirements of the Ministry of Commerce's unified platform for technology trade management information, see Annex 2 for details). If you intend to export multiple technologies to the same technology recipient at once, they can be filled in together; in principle, other situations should be filled out separately.
