The Zhitong Finance App learned that Yang Mingyi, senior co-director of the Central Plains Real Estate Research Department, pointed out that the latest CCL report of the Central Plains City Leading Index was 160.05 points, down 0.71% from week to week. The index hit a low for 10 weeks (more than 2 months) after the beginning of August 2026. This was the first week after the US interest rate hike and the first round price list sale of the 153 groups sold out in Changsha Bay on September 27.
Since mid-August of this year, new listings in Cheung Sha Wan were sold with a sales strategy lower than the second-hand price, and second-hand trading was clearly pressured, causing CCL's upward trend to be blocked. Since then, many developers have started selling at low prices to grab customers, and the second-hand customer base has been diluted. Coupled with the expectation that the US will raise interest rates again during the year, interest rates in Hong Kong are under pressure to rise. Second-hand buyers wait and see, transactions have slowed down, and the trend in property prices has gradually weakened. CCL fell back from a high of 162.16 points this year to 160 points. In the past 8 weeks, it has fallen 3 rises, with a cumulative decline of 1.30%. However, first-hand sales are ideal, and banks have successively promoted mortgage concessions and increased cash rebates to support the property market. CCL is expected to hover between 158 and 162 points in the fourth quarter.
Since the fall in interest rates in May 2025, property prices have bottomed out and rebounded. Coupled with the stimulus of two interest rate cuts by local banks last year, CCL's H interest rate margin was once again lower than the low of 135.16 points in May last year, which was a cumulative increase of 18.42% compared to the low of 135.16 points in the week the interest rate was capped. CCL rose 18.65% from the low of 134.89 points before the March 2025 financial plan, 17.81% higher than the 135.86 point low before the first interest rate cut in September 2024, and down 16.35% from the historical high of 191.34 points in August 2021. On October 12, the first round of Hung Hom Shou'an Phase 2 sold 18 units; HSBC's large mortgage rebate was raised to 1.5%; on the 15th, the first 73 tenders sold 8 units in the first round of the Ngau Chi Wan 33 Clear Water Bay Phase 1; the 17th Xisha SIERRA SEA 2C (2) Phase 1 price list sold 142 units, and Youtang Qinghai I price list sold 220 units. The impact on local second-hand property prices will only begin to be reflected in CCL, which will be announced in early November 2026.
CCL Mass, the leading index for large housing estates in the Central Plains, reported 161.47 points, down 0.88% from week to week. CCL (small to medium units) reported 159.91 points, down 0.74% from week to week. CCL Mass and CCL (small to medium units) were also low for 10 weeks (more than 2 months) after the beginning of August 2026. CCL (large unit) reported 160.75 points, down 0.58% from week to week. The index was low for 2 weeks after the end of September 2026.
Property prices in District 4 fell three times and remained flat. Kowloon's CCL_Mass reported 159.28 points, down 1.95% on a weekly basis. The decline was the biggest since 82 weeks (over 1 year and a half) in mid-March 2025, ending 2 weeks of continuous rise. The index was low for 6 weeks (more than 1 month) after the end of August 2026. Hong Kong Island's CCL_Mass reported 163.66 points, down 0.75% on a weekly basis. The index was a two-week low after the end of September 2026. New Territories West CCL_Mass reported 144.50 points, a slight decrease of 0.07% from week to week. The index was a two-week low after the end of September 2026. New Territories East CCL_Mass reported 173.38 points. The index was the same as last week, with no rise or fall on a weekly basis.
