The Zhitong Finance App learned that on October 20, the Ministry of Industry and Information Technology issued a notice. The formulation and revision of five mandatory national standards, including the “Vehicle Data Security Requirements”, has been drafted for comments, and is now publicly soliciting comments from all sectors of society. The “Installation Requirements for Exterior Lighting and Light Signaling Devices for Automobiles and Trailers (Draft for Comments)” proposes that vehicles without L3 or above autonomous driving systems are prohibited from installing autonomous driving system indicators; at the same time, blue-green light requirements for ADS signs have been added. ADS signs indicate to other road users that the vehicle's autonomous driving system is active. According to the draft for solicitation of comments, when activating the L3 level or above autonomous driving function, all ADS lights should automatically light up at the same time, and stay lit when the autonomous driving system is activated. Lighting is prohibited when the vehicle driving automation system is in the L2 level or lower autonomous driving function. When the autonomous driving system exits, all ADS lights should automatically turn off at the same time.

In terms of information security, the “Vehicle Data Security Requirements” solicitation draft suggests that vehicles should be set to not collect personal information by default unless the user makes their own settings or there are exceptions involving safety emergencies. The draft for solicitation of comments on the “Vehicle Data Security Requirements” clearly states that vehicle manufacturers should establish and implement vehicle data security management systems, clarify vehicle data security management goals and policies, determine the scope of application, identify and coordinate areas related to or interact with automobile data security, and implement management requirements through corresponding rules and processes. Vehicle manufacturers shall establish and implement internal vehicle data security audits, management reviews and continuous improvement systems, and the frequency of vehicle data security internal audits shall be carried out no less than once a year.

In the draft for comments on the “Safety Requirements for Autonomous Parking Systems for Intelligent Connected Vehicles”, it is stated that APS (Automated Parking System) should provide passengers with safety-related information. When the automatic parking function is activated, APS should respond in accordance with the control policies described in the safety file if there is a safety risk to the passenger (e.g., the seat belt is not fastened, the passenger is not seated). If a vehicle equipped with APS is equipped with controls provided for manual driving (such as steering, driving brake, parking brake, acceleration, and lighting), the relevant design of the control parts shall prevent any impact on DDT when APS performs DDT, or reasonable protective measures should be taken to prevent contact with the controls provided for manual driving.

Furthermore, according to the “Vehicle Radio Radio Reception System” consultation draft, Class M and Class N vehicles should be equipped with in-vehicle wireless radio reception systems. The vehicle radio receiver terminal should have a radio search function, should support receiving FM broadcasts, and is permitted to receive AM broadcasts.
