The Central Committee of the Communist Party of China and the State Council issued “Opinions on Developing New Quality Productivity” which clearly states “integrated development and security.” Safety is a prerequisite for development, and development is a guarantee of safety. When development and security are properly coordinated, the two complement each other; if they lose one another, they are in vain. In the process of developing new quality productivity, it is necessary to promote a high level of safety through high-quality development, high-quality development with a high level of safety and security, and strive to achieve healthy interaction and dynamic balance between the two.
