The Zhitong Finance App learned that on October 22, while attending the plenary session of the 4th Guangdong-Hong Kong-Macao Greater Bay Area Development Business Conference, Hong Kong said that under “one country, two systems”, Hong Kong has the unique advantage of supporting the motherland and connecting the world. It is not only an international financial, trade and shipping center, but also has a common law system, high-end professional services and an extensive business network in line with the international community. As a “super contact” and “super value-added person”, Hong Kong is the best platform to help companies go overseas.
Qiu Yinghua explained that in order to give full play to Hong Kong's advantages and support mainland enterprises going overseas, the Hong Kong Special Administrative Region Government set up a special overseas class in October last year to adopt a trilogy strategy of “bringing in, preparing in Hong Kong, and going global” to provide a full range of support services for enterprises to establish a structure suitable for international business development in Hong Kong. In April of this year, the Overseas Excursion Course launched a cross-sector professional service platform, bringing together more than 200 professional service providers in Hong Kong, covering eight types of professional services, including finance, law, accounting, testing and certification, and matching service providers to support overseas enterprises according to the actual needs of enterprises.
Since its establishment, the special overseas excursion class has achieved good results. The Overseas Excursion Program has helped more than 340 mainland enterprises establish or expand their business in Hong Kong. Of these, about 30% have chosen to set up regional headquarters, international headquarters or corporate treasury centers in Hong Kong to further expand their high-value-added business in Hong Kong. In addition, the Overseas Excursion Program also actively organizes overseas study tours to help enterprises directly connect with overseas business opportunities.
Qiu Yinghua said that it will continue to optimize the work of the special overseas travel class, including deepening cooperation with industry associations in the mainland and Hong Kong to provide more targeted support; strengthening collaboration with professional organizations; and training more talents related to going overseas. At the same time, the special class will expand the cross-sector professional service platform, add environmental, social and governance services, optimize matchmaking functions, improve case tracking arrangements, and assist mainland enterprises to more effectively connect with Hong Kong professional service providers and meet the requirements of target markets.
On the other hand, it will continue to work with the Ministry of Commerce to promote comprehensive optimization of the “Mainland and Hong Kong Closer Economic Partnership Arrangement”, strengthen cooperation between Hong Kong and the Mainland in the service industry, further open up the mainland market access and open up fields, and create more space for cooperation for Hong Kong professionals and talents, as well as mainland enterprises. Qiu Yinghua hopes to encourage more mainland enterprises to make good use of Hong Kong's international advantages, explore the global market, and further deepen economic and trade cooperation between the mainland and Hong Kong.
Qiu Yinghua concluded that the Greater Bay Area has a strong industrial base, rich professional service resources and broad space for international cooperation. Hong Kong will continue to cooperate closely with Guangdong and Macau to give full play to the comprehensive advantages of the Greater Bay Area, support enterprises to seize the new opportunities brought by the country's “15th Five-Year Plan”, work together to expand the international market, give high play to the common advantages of the Greater Bay Area, and integrate and serve the overall development of the country.
