Guiding opinions of the General Office of the Ministry of Housing, Urban-Rural Development and others on promoting the renovation and upgrading of old neighborhoods and factories
Provincial, autonomous region and municipal housing, urban and rural development departments (committees, management committees), departments in charge of industry and information technology, departments of finance (bureau), departments of transportation (bureau, committee), competent commercial departments, the State Assets Administration Commission, the Xinjiang Production and Construction Corps Housing, Urban and Rural Development Bureau, the Bureau of Industry and Information Technology, the Bureau of Finance, the Bureau of Transportation, the Bureau of Commerce, and the State Assets Administration Commission:
In order to thoroughly implement the relevant deployment requirements of the Party Central Committee and the State Council to continuously promote urban renewal actions, vigorously promote functional transformation, business format upgrading and vitality improvement in old neighborhoods, build a number of dynamic neighborhoods according to local conditions, and promote the optimization of the city's structure, functional improvement, continuous context and quality improvement, the following opinions are put forward:
1. Clarify the tasks of factory renovation and upgrading in old neighborhoods. According to the dominant function, the factory area of the old neighborhood can be divided into old factory area, old commercial district, old living district, old transportation hub and surrounding neighborhood. Historical and cultural districts and historic and cultural towns can be included in the category of renovation and upgrading of old neighborhoods and factories. All regions should implement the target requirements of the “Fifteenth Five-Year Plan” for Urban Renewal and carry out 1,500 major factory renovation and upgrading projects in an orderly manner. Based on the results of the urban medical examination, the aging of housing and municipal infrastructure, shortage of public services and public space, and neighborhood factories where development vitality needs to be improved are used as targets for renovation and upgrading of old neighborhood factories, taking into account factors such as functional correlation, spatial continuity, facility sharing, implementation feasibility, etc., to determine the scope and implementation timing of the renovation and upgrading in an integrated manner, and included in the urban renewal implementation system.
2. Promote the implementation of factory renovation and upgrading projects in old neighborhoods. All regions should carry out in-depth special medical examinations, ascertain the status of existing resources in factory areas in old neighborhoods, sort out the demands of all parties, evaluate the potential for renewal, and scientifically determine the target tasks of renovation and upgrading. Formulate implementation plans for factory area projects in old neighborhoods, clarify functional business formats, renewal methods and scale, determine operation management models, measure capital costs and benefits, and ensure the implementation and sustainability of the project. Carry out urban design, guide and control traffic organization, street texture, spatial scale, building height, morphology, etc. of old factory areas, incorporate design requirements into project implementation plans, and guide high-quality renovation and upgrading.
3. Promote the functional transformation of old factory areas. On the basis of ensuring safety, all regions should replace old factories with material replacement, partial construction, internal renovation, space optimization, etc., simultaneously improve supporting facilities, optimize the landscape environment, and better adapt to the needs of industrial upgrading. Revitalize the use of idle and inefficient factory areas, factories, warehouses and facilities, promote the transformation and mixed use of building functions, implant new business formats and scenarios in new industries such as scientific and technological research and development, commercial finance, cultural creativity, sports and leisure, etc., and stimulate innovation and entrepreneurship vitality. Revitalize and utilize industrial cultural resources with outstanding value, such as industrial heritage, and pass on and promote industrial culture. Encourage the transformation and upgrading of old factories in a market-based manner, and explore new long-term operation models.
4. Promote the upgrading of the business format of old commercial districts. All regions should implement the renovation and upgrading of old business districts, shopping streets, and commercial complexes, improve municipal infrastructure and public service facilities, add rest facilities, optimize public transportation organization and slow travel systems, and improve the quality of consumption space. Optimize the architectural form of commercial districts, transform and enhance public space and landscape environments, and create diversified consumer experiences. Guide the opening of the ground floor and ancillary spaces of commercial buildings, improve supporting service functions such as catering, fitness, leisure and entertainment, and enhance the comprehensive service capabilities of commercial buildings. Promote the upgrading of commercial formats, actively develop the digital economy, silver hair economy, and nighttime economy, build neighborhood cultural brands, and meet residents' experiential and immersive consumption needs.
5. Promote the improvement of the quality of old living neighborhoods. All regions should consolidate the achievements of work such as the renovation of old neighborhoods and the construction of complete communities, further tap the potential of the district's memory capacity, supplement and improve public service facilities such as cultural activity centers, middle schools, sports stadiums, and domestic service outlets, build additional parking and charging facilities, build pocket parks, optimize the surrounding bus network and station layout according to local conditions, and provide residents with more complete public services. Connect to slow travel systems such as sidewalks and non-motorized lanes between communities, promote the renovation of small and micro public spaces within the neighborhood and the remediation and upgrading of back streets and alleys in an integrated manner, carry out the renovation and construction of suitable aging and barrier-free facilities, and raise the level of livability in old living neighborhoods. Organize the characteristic cultural resources of the neighborhood, create places for cultural displays, historical education, and residents' exchanges, etc., and continue the memories of neighborhood life. Actively revitalize vacant homes, implant multiple functions such as shared office, innovation incubation, and consulting services, and expand “doorstep” employment space.
6. Promote the integrated development of old transportation hubs and surrounding neighborhoods. All regions should implement integrated renovation and upgrading of transportation hub facilities such as old railway stations and bus stations with surrounding neighborhoods, and promote station city integration and industrial upgrading by breaking through traffic jams, improving passenger transport service facilities, improving functional layout, and revitalizing inefficient land use. Strengthen the three-dimensional and complex utilization of rail transit stations and surrounding areas, raise the level of passenger transport hub transfer and distribution, speed up the construction and upgrading of residential, commercial, and public facilities around the stations, and promote the organic integration of rail transit and urban functions. For ancillary facilities such as stations, lines and service areas that no longer assume traffic functions, the renovation and utilization of existing buildings and site facilities is carried out in conjunction with actual practice to implant new industries and expand new functions to help upgrade the industry and improve service quality.
7. Strengthen the protection and utilization of historical and cultural districts and towns. All regions should use “embroidery” efforts to carry out “micro-renewal” in accordance with the relevant requirements of historical and cultural districts and famous town protection plans, and continue to promote the protection and upgrading of historical and cultural districts and towns. Protect and restore important historical axes, spatial nodes, and historic streets in historical and cultural districts to continue the overall pattern and historical landscape. Protect and repair historic buildings and traditional style buildings, and promote the complete transformation of residential historic buildings and traditional residential houses. Continue to upgrade municipal infrastructure in historical and cultural districts, towns, and districts, increase the number of public event spaces, encourage the diversified use of historic buildings and other existing buildings, supplement and improve public service facilities, and improve the quality of the living environment.
8. Improve the implementation mechanism for the renovation and upgrading of factory areas in old neighborhoods. All regions should better play the role of the government, carry out approval according to law and regulations, optimize the approval process, and support eligible projects to enjoy a transition period policy that does not change land use subjects and planning conditions within a certain period of time. In principle, the transition period is no more than 5 years. Where procedures for paid use of land have been completed, leasing or agreement can be used. Determine the implementing entity of the block factory area project according to local conditions, coordinate the formulation and implementation of the project implementation plan, encourage operating units to participate in project planning, design and construction, and promote renovation, upgrading and operation management in an integrated manner. Build a platform for multi-party consultation and common governance, organize responsible designers and other professional technical forces to provide technical services, guide merchants and residents to participate in design, transformation, governance and supervision, and establish a long-term operation and maintenance management mechanism. Encourage the establishment of an implementation mechanism for the protection of historical and cultural districts and towns, taking into account the actual situation, with residents as the main body. Explore the use of urban information modeling (CIM) platforms, etc. to enhance factory renovation in old neighborhoods, improve digital management, and strengthen integrated applications with building information modeling (BIM).
9. Establish a sustainable investment and financing model. All regions should make good use of all kinds of relevant financial resources, improve market-based investment and financing models, introduce social forces to revitalize capital, improve revitalization and utilization efficiency, support all types of enterprises to participate in the renovation and upgrading of old neighborhood factories, expand diversified investment and financing methods, and standardize market-based operation processes. Standardize the implementation of new mechanisms for government and social capital cooperation. Encourage all regions to explore innovative, transformation and upgrading models to increase the vitality of stock asset inventories. Encourage financial institutions to improve financial support in accordance with the principles of marketization and legalization of the rule of law to renovate old neighborhoods and factories. Support eligible projects to issue real estate investment trusts (REITs) in the infrastructure sector. Property rights holders are encouraged to renew themselves in accordance with the principle of who benefits and who invests.
Housing, urban and rural construction departments everywhere should fully understand the important role of factory renovation and upgrading of old neighborhoods in reshaping functional spaces, reinventing industrial ecology, creating consumption scenarios, and expanding effective investment, give full play to the role of coordination and promotion mechanisms for urban renewal work, work with relevant departments to do a good job in the renovation and upgrading of old neighborhoods, and strengthen project implementation and management according to their responsibilities. Industrial and information technology departments should guide all regions to promote industrial upgrading in the renovation and upgrading of old factory areas, and strengthen the protection and utilization of industrial heritage. The financial department should make full use of existing funding channels to support the renovation and upgrading of factory areas in old neighborhoods. Transportation departments should guide all regions to optimize the layout of important hubs and improve traffic operation services in the renovation and upgrading of old neighborhoods and factories. The commercial department should guide all regions to optimize the consumption environment in factories in various old neighborhoods and enrich the commercial format. State-owned assets departments should support state-owned enterprises to revitalize their existing assets and promote the transformation and upgrading of state-owned assets such as idle factories. In our work, we must establish and implement a correct view of political achievements, insist on seeking truth from facts, adapt to local conditions, and not engage in major demolition and construction. The Ministry of Housing, Urban-Rural Development will work with relevant departments to strengthen policy guidance, sort out and summarize innovative initiatives in a timely manner, do a good job of publicity and promotion, and raise the level of factory renovation in old neighborhoods across the country.
