In order to build the Hainan Free Trade Port to a high standard and strive to make the Hainan Free Trade Port an important gateway leading China's opening up to the outside world in the new era, the following notice is given on matters relating to further improving the level of trade liberalization and facilitation at the Hainan Free Trade Port:
I. Promoting the optimization and upgrading of trade in goods
1. Aviation kerosene entering independent bonded storage facilities in bonded supervision sites from abroad and used for re-export is inspected in accordance with international standards.
2. Support the integration of bonded warehouses and export supervision warehouses that store gasoline, kerosene, diesel, fuel oil and naphtha within the Yangpu Economic Development Zone, and innovatively implement the “two types of storage, total approval, classification and dynamic use” supervision model.
3. Launch a pilot import project for faulty key components for automobile R&D and testing at the Hainan Free Trade Port.
4. After liquefied natural gas (LNG) futures are listed, support the Hainan Free Trade Port to carry out LNG futures delivery depot related business, and allow the LNG futures bonded delivery business to use energy measurement.
5. Overseas enterprises are allowed to use the Hainan Free Trade Port LNG Terminal bonded facility.
6. Carry out a new type of barter trade in a steady and orderly manner at the Hainan Free Trade Port to encourage denomination in RMB.
II. Promoting free and convenient trade in services
7. Foreign physicians who have obtained the right to lawfully practice medicine abroad are invited, hired, or applied to carry out clinical diagnosis and treatment business activities at the Hainan Free Trade Port. The license to practice can be valid for up to three years. If an extension is required at the end of the period, the extension may be processed in accordance with the regulations.
8. Entrust the administrative license for foreign institutions to co-host foreign-related economic and technology exhibitions to the Hainan Provincial Department of Commerce to carry out and carry out effective supervision, with the exception of the words “China,” “China,” “the whole country,” and “country.” Hainan Province will enact the Hainan Free Trade Port Regulations and stipulate special supporting supervision measures. Where the relevant content is inconsistent with the provisions of administrative regulations such as the “State Council's Decision on Establishing Administrative Permits for Administrative Examination and Approval Projects that Really Need to Be Retained”, it will be handled in accordance with the relevant procedures stipulated in the “Hainan Free Trade Port Law of the People's Republic of China”.
9. Optimize domestic trade credit insurance services, support domestic and foreign trade enterprises at the Hainan Free Trade Port to apply for domestic trade insurance, and increase integrated domestic and foreign trade underwriting support.
10. Focus on international transportation, bonded maintenance and other fields, enrich insurance products on the premise that risks are manageable, innovate service trade underwriting models, and optimize underwriting claims services.
11. Support the Hainan Free Trade Port to dynamically improve the list of recognized overseas professional qualifications, support foreign talents with overseas professional qualifications to participate in job title reviews in accordance with regulations, and expand overseas vocational qualification recognition channels.
12. Further improve the level of facilitation for foreigners entering the Hainan Free Trade Port, and implement more convenient work permits and residency policies.
III. Innovate new trade formats and models
13. Accelerate the development of offshore trade, strengthen cooperation and sharing of offshore trade data and information between departments, and strengthen data and information services.
14. Products manufactured under bonded remanufacturing in the special customs supervision area of the Hainan Free Trade Port are allowed to leave the domestic pilot free trade zone, and import tariffs, import value-added tax and consumption tax are levied in accordance with regulations. Relevant remanufactured products shall comply with all applicable national technical requirements for the same new products and regulations relating to remanufactured products, and shall be prominently marked with “remanufactured products”. Accelerate the promotion of advanced process technology for the remanufacturing of mechanical and electrical products, and promote the improvement of the technical level of bonded remanufacturing.
15. Support the Hainan Free Trade Port to expand the “two ends outside” bonded maintenance catalogue in due course. For projects within the “two ends outside” bonded maintenance product catalogue permitted by the state, Hainan Province itself organizes a comprehensive evaluation and assumes the main responsibility. Those who pass the assessment can carry out related business within the Hainan Free Trade Port.
16. Support the Hainan Free Trade Port and Hong Kong to deepen economic and trade exchanges and industrial cooperation, explore the interface of rules and mechanisms, improve cooperation mechanisms focusing on trade and investment, and raise the level of collaborative development between the Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area.
All relevant units should uphold and strengthen the overall leadership of the Party, coordinate development and security, carefully organize and implement various policies, fully support, guide and assist Hainan Province in carrying out all tasks, promote innovative trade development, promote the quality and efficiency of foreign trade, and build the Hainan Free Trade Port to a high standard.
