As voters are about to vote, the steps taken by Texas Governor Greg Abbott to slow data center construction are already showing results. As the governor's attitude towards data centers changed drastically — from an initial active supporter to a skeptic — developers began to look elsewhere. According to people familiar with the matter, Utah and Georgia have become potential alternatives, and Iowa is also seen as another option for its project. This transformation is likely to slow the pace of development in Texas; previously, the state was expected to surpass Virginia as a global data center capital. Abbott said the state's environmental regulators will no longer issue any licenses to data centers until the Texas grid operator has completed an assessment of the relevant applicants — and these applicants are currently awaiting approval to connect to electricity.
