A companion search of device names across 176,223 U.S. clearance records surfaced no ultrasound spare board — evidence, the report says, must instead travel with the part
GUANGZHOU, China, Oct. 29, 2026 /PRNewswire/ -- Rongtao Medical, an independent ultrasound parts and repair provider, has published a reviewed framework for qualifying replacement parts under Article 23 of the EU Medical Device Regulation, as the EUDAMED device-entry transition announced by the European Commission closes on November 28, 2026. The framework appears in the company's October 5, 2026 report, "EU Ultrasound Replacement Parts: Article 23 and EUDAMED in 2026."

Article 23, read in the MDR consolidation of July 19, 2026, sets two routes for a replacement item. A part supplied specifically to replace an identical or similar integral component — restoring or maintaining function without changing performance, safety characteristics or intended purpose — remains a part, and its supplier must retain evidence that it does not adversely affect the device's safety and performance. A replacement that significantly changes any of those three characteristics is treated as a device in its own right and must meet the Regulation. The report cautions that neither route can be read off a catalog title or a database row; the shipment's documented purpose decides.
The timetable raises the stakes for buyers. The Commission confirmed that EUDAMED's first four modules became mandatory on May 28, 2026, with a transition for devices already on the market running to November 28, 2026, and entry of earlier certificates to May 28, 2027. EU importers and distributors must now verify registration and identifiers before placing devices — checks that reach finished probes and accessories supplied as replacements — while a qualifying Article 23 part itself carries an evidence duty rather than a registration duty.
The report illustrates why registries alone cannot do that work. In an October 2, 2026 snapshot of 176,223 U.S. FDA 510(k) records, Rongtao's analysts searched device names for "printed circuit," "circuit board," "pcb" and related terms; the single hit was an unrelated heart-lung console model. No comparable historical search of EUDAMED is possible yet: its device module became mandatory only in May 2026. The device-name field is free text and describes the submission, not its internal parts — a limit on what any registry search can verify, the report notes, not a measure of what the market supplies. The practical consequence: identity, configuration and test evidence must accompany the part itself.
"The same part description can conceal different revisions, software dependencies and test histories. Our job is to put the supplied item's identity and test context on the table, so an EU buyer can run the Article 23 assessment on evidence rather than on a compatibility claim," said Frank Zhu, General Manager of Rongtao Medical.
The report also separates ordinary repair-and-return — which the Commission's Blue Guide treats as requiring no fresh conformity assessment solely because of the repair, including equipment temporarily leaving the EU for the work — from full refurbishment, which makes the rebuilder a manufacturer under the Regulation.
