Key Points

  • Tyler generated record quarterly free cash flow of $277 million.

  • SaaS revenue grew 21.2% in the third quarter.

  • Tyler repurchased 8.5% of its outstanding shares year-to-date.

On its third-quarter 2026 earnings call, held on Oct. 29, 2026, Tyler Technologies (NYSE:TYL) reported record quarterly free cash flow, which represents cash generated after operating expenses and capital investments, of $277 million. Steady expansion in recurring revenue strengthens balance-sheet liquidity for capital-allocation priorities. Three things management said stand out.

1. Cloud Migrations Accelerate Through Legacy Disincentives

Tyler is shifting state and local government clients toward cloud platforms by setting end-of-life support timelines for legacy systems. This push creates a clear path to expanding software-as-a-service (SaaS) subscriptions.

What we have done in the last few years around version consolidation, and yes, now with our Cloud Living initiatives, I think we are at the point where now we can be much more proactive, and we are starting to take those steps.
-- Lynn Moore, Executive Chair, President, and Chief Executive Officer

2. Transaction-Funded Agreements Provide Budget-Insulated Growth

Software contracts funded through transaction user fees allow government agencies to adopt applications without legislative budget appropriations. This structure insulates deal growth from local fiscal cycles.

While it is not the primary way our software model works, it is a model that is very attractive, especially to state government clients, because they do not have to budget funds. They are not appropriated funds, and they are not affected by budget pressures.
-- Brian Miller, Executive Vice President and Chief Financial Officer

3. Integrated AI Capabilities Surpass Standalone Software Tools

Public sector buyers prefer artificial intelligence features embedded directly within core workflows rather than third-party add-ons. Integrated automated tools give clients practical efficiency gains that drive faster contract wins.

They're looking to us to help make their jobs better and their citizens' lives better. But again, they're wanting it to come from inside our systems, not external bolt-ons.
-- Lynn Moore, Executive Chair, President, and Chief Executive Officer

Looking Ahead

Momentum across public sector accounts builds as agencies modernize essential public management software. Deep product integration and multi-tenant cloud architecture provide structural advantages that sustain execution discipline.

We enter the fourth quarter well-positioned to deliver a strong finish to 2026 and confident in the long-term growth initiatives that underpin our Tyler 2030 objectives.
-- Lynn Moore, Executive Chair, President, and Chief Executive Officer

Share repurchases and disciplined acquisitions further reinforce capital return goals while client cloud transitions compound recurring software revenue through 2030.

We have the right strategic initiatives, and we have the right people in place to execute on them.
-- Lynn Moore, Executive Chair, President, and Chief Executive Officer
