Zhitong Finance App learned that Hong Kong's Treasury Secretary Xu Zhengyu said in his speech at the 29th Beijing-Hong Kong Fair's “Beijing-Hong Kong Joining Hands with Financial Peers” financial cooperation event that the country is promoting the construction of a financial power, and that Hong Kong continues to play the role of a “super contact” and “supervalue-added person”; the SAR government vigorously promotes the “financial +” strategy to link the technology, green, and industrial sectors to solidly do a good job in technology finance, green finance, inclusive finance, pension finance, and digital finance to empower the real economy with finance.
Hui Ching-yu shared with the participants the latest developments in Hong Kong's financial market. He pointed out that, driven by a series of reforms in the listing system, Hong Kong raised more than HK$380 billion in the first three quarters of this year, an increase of more than double that of the previous year. In terms of green finance, the amount of green and sustainable debt issued in Hong Kong in 2025 surpassed $76 billion. Among them, the total amount of green and sustainable bonds arranged for issuance in Hong Kong is about US$38 billion, ranking first in the Asian market for eight consecutive years. In terms of collaborative development between Beijing and Hong Kong, as of the third quarter of this year, nearly 290 Beijing enterprises have been listed in Hong Kong, with a total market capitalization of HK$13 trillion, and a cumulative amount of HK$3.4 trillion raised in Hong Kong.
Xu Zhengyu continued that supporting enterprises to go overseas is an important task for Beijing and Hong Kong's “financial peers.” The HKSAR Government has set up a “Special Course for Mainland Enterprises to Go Overseas” to coordinate resources to help mainland enterprises expand their global footprint, and actively attract multinational and large mainland enterprises to set up regional treasury centers in Hong Kong through tax incentives and other policies. He also encouraged enterprises in Beijing to make good use of Hong Kong's perfect warehousing and delivery network to trade commodities in order to jointly enhance the country's pricing power and influence in relevant global markets. He hoped that Beijing and Hong Kong would build on the rich achievements of the past, connect the “15th Five-Year Plan” with the requirements of building a strong financial country and open up new growth points for cooperation.
On the same day, Xu Zhengyu met with the International Department of the People's Bank of China (Hong Kong, Macao and Taiwan Office) and other leaders. The two sides had in-depth exchanges on a number of important financial areas, including how to continue to steadily promote the internationalization of the RMB, develop the commodity exchange market, and strengthen the exchange and cultivation of financial talents between the two places under the “Hong Kong First Five-Year Plan” just announced last month.
