The Zhitong Finance App learned that on November 6, the National Development and Reform Commission held the “15th Five-Year Plan” series of press conferences to introduce the situation related to building a secure foundation. Hu He, deputy director of the Rural Economy Department of the National Development and Reform Commission, pointed out that the key to ensuring food security is to maintain food production capacity. In 2025, China's grain production reached 1.43 trillion kg, standing at 1.4 trillion kg for two consecutive years, providing solid support for promoting stable and healthy economic and social development and responding effectively to external risks and challenges.
He said that during the “15th Five-Year Plan” period, the National Development and Reform Commission will work with all localities and relevant departments to earnestly implement the decisions and arrangements of the Party Central Committee and the State Council, using a new round of actions to increase grain production capacity by 100 billion kg, to consolidate the production base, refine production paths, strengthen policy guarantees, roll up sleeves and build good fields and nurture good seeds, so that China's rice bowl is mainly filled with Chinese food. In 2025, 1,791 million mu of grain were planted in China, which maintained steady growth for 6 consecutive years. Increased yield contributed more than 90% to the increase in grain production.
Luo Shouquan, director of the Grain Reserve Department of the State Administration of Grain and Material Reserves, pointed out that the purchase of grain is the starting point of grain circulation and concerns the interests of farmers growing grain and stable supply in the market. The National Development and Reform Commission and the National Food and Material Reserve Administration focus on buying summer grains and fall grains every year during peak seasons, and coordinate market-based acquisitions and policy storage, and make every effort to ensure the smooth flow of farmers' food sales channels and the smooth operation of the grain market. In recent years, more than 400 million tons of grain have been purchased every year, of which market-based purchases account for more than 90%. The 2026 summer harvest season was successfully completed at the end of September. A total of 124 million tons of wheat and early indica rice were purchased, of which 2.89 million tons of wheat and early indica rice were purchased at the lowest purchase price. Currently, the purchase of autumn grains has started smoothly. The Northeast region has been increasing in volume. The country has already purchased 100 million tons of autumn grains, which is basically the same as the previous year; six provinces, including Hunan and Hubei, have launched implementation plans for the lowest purchase price of middle to late rice, and purchased nearly 1 million tons of medium to late rice at the lowest purchase price.
In terms of electricity supply, Ge Ju, deputy director of the Development Planning Department of the National Energy Administration, said that during the peak summer season, the country's electricity consumption reached a historical extreme value 4 times, with a maximum increase of 50 million kilowatts over last year. The electricity consumption load in 6 regional power grids including North China, Northeast China, and East China reached a new high 23 times. China's power system is running smoothly, which strongly guarantees the production and domestic electricity needs of the whole society.
During the “15th Five-Year Plan” period, driven by emerging industries such as computing power, China's electricity demand will continue to grow rigidly. The average annual increase is expected to reach about 600 billion kilowatts, which is equivalent to increasing the electricity consumption of 3 new Shanghai cities every year. In order to ensure the supply of electricity, we have established an early warning mechanism for the sufficiency of electricity supply. It is proposed that the electricity supply sufficiency will be greater than 1.1 in 2030, that is, at the peak of electricity consumption load, there is still a 10% margin of guarantee capacity to ensure that it can “withstand the peak and cover the bottom” at critical times. Specifically, capacity building for electricity security and supply will be strengthened through collaborative efforts in load storage from the source network.
The transcript is as follows:
Li Chao:
Good morning to all media friends. Welcome to the press conference of the National Development and Reform Commission. I am Li Chao, Deputy Director of the Policy Research Office and press spokesman of the Commission.
Today is the third press conference in the National Development and Reform Commission's “Endeavour to the 15th Five-Year Plan” series. The theme is “Building a Secure Foundation.” The “Outline” of the “15th Five-Year Plan” takes adhering to integrated development and security as one of the principles that must be followed to promote economic and social development. It emphasizes the need to use a new security pattern to guarantee the new development pattern, and uses special chapters to “guarantee the country's economic security.” Economic security is related not only to the overall economic and social development situation, but also to the vital interests of thousands of households. It is a necessary guarantee for us to promote high-quality development. In the overall work to ensure economic security, food and energy are the most basic means of production and living needed to support the healthy and orderly operation of the national economy. For a country with a large population and manufacturing industry like China, food and energy must be firmly taken into their own hands. This is also a key task of the National Development and Reform Commission to promote economic security and capacity building.
Today, we invited Ms. Tang Yi, Deputy Director of the Economic Operation Regulation Bureau of the National Development and Reform Commission; Mr. Hu He, Deputy Director of the Department of Rural Economy; Mr. Kou Rong, Deputy Director of the Department of Economy and Trade; Mr. Luo Shouquan, Director of the Food Reserve Department of the State Administration of Food and Material Reserves; and Ms. Ge Ju, Deputy Director of the Development Planning Department of the National Energy Administration, to attend the press conference. Ask them to answer everyone's concerns about the work arrangements and implementation measures relating to food and energy security during the “15th Five-Year Plan” period.
Now let's move on to the questioning session. Please inform the media you are representing before asking questions. Please ask questions.
CCTV News: The northern region has entered or is about to enter the heating season, and the public is most concerned about whether they can stay warm through the winter. At present, the superstrong El Niño incident has also officially taken shape. How can the National Development and Reform Commission evaluate the peak winter supply and demand situation this year, and can it ensure the safety and stability of people's livelihood and energy use?
Tang Hao:
Thanks for the question. Warming up to the peak of winter concerns thousands of households. It is a major livelihood project, a popular project, and a top priority in our work. According to the meteorological department's forecast, due to the impact of the extreme El Niño incident, the overall temperature in our country is expected to be high this winter, but there are slightly more frequent cold tides, warm and cold fluctuations, and extreme weather is likely to be frequent, which is expected to pose a challenge to energy security and supply.
The Party Central Committee and the State Council attach great importance to keeping warm and supply during the peak winter season, and have repeatedly emphasized the need to abide by the bottom line of residents' energy consumption and ensure that the masses stay warm through the winter. The National Development and Reform Commission and the National Energy Administration, together with all member units of the inter-ministerial coordination mechanism for coal, electricity, oil and gas transportation guarantee work, fully implement the decisions and arrangements of the Party Central Committee and the State Council, consolidate the responsibilities of all parties, and promote the detailed implementation of all tasks relating to heat preservation and supply. Overall, the energy supply for this winter's heating season can generally meet demand, and people are guaranteed to stay warm through the winter. We focus on the following three aspects to ensure good protection.
First, the energy supply base continues to be consolidated. Every effort was made to organize coal production on the premise of ensuring production safety. In September, the country's coal production was 385 million tons, and production increased further month-on-month in October. Electricity and coal stocks remained high. By the end of October, the country's regulated power plants had stored more than 210 million tons of coal, which could be used for 36 days. Continuing to increase production and supply of natural gas, we have now implemented more than 200 billion cubic meters of natural gas resources for the heating season, and underground gas storage depots can fully cover overall demand. Continuously consolidate the electricity safety and supply foundation. By the end of September, the country's installed power generation capacity had exceeded 4.13 billion kilowatts, an increase of 420 million kilowatts over the previous year, strongly supporting the electricity demand for economic and social development.
Second, the peak guarantee capacity has been significantly enhanced. In terms of natural gas, on the basis of making full use of peak-shifting resources such as gas storage depots and LNG storage tanks, the peak daily supply capacity of natural gas during the winter heating season exceeds 1.75 billion cubic meters, which is nearly 70 million cubic meters higher than the peak gas consumption in the previous heating season. In terms of electricity, it is estimated that the country's highest electricity consumption during the heating season will reach about 1.52 billion kilowatts, an increase of about 90 million kilowatts over the previous heating season, and the installed capacity of conventional power supplies will increase by about 100 million kilowatts over the same period last year. The overall increase in electricity supply capacity can guarantee an increase in demand.
Third, the guarantee for people's livelihood and energy use is solid and strong. Adhering to the national “one game of chess”, the mutually beneficial effects of energy across regions continue to show. Take good care of signing and fulfilling medium- to long-term energy insurance and supply contracts, and secure the bottom line of energy use for people's livelihood. Improve demand-side management measures, and give priority to safeguarding people's livelihood and energy use. Prepare for extreme weather and emergencies, fully prepare emergency repair forces and emergency energy supply equipment, and restore emergency repairs as soon as needed. Strengthen the insurance and supply responsibilities of local governments and enterprises, and strengthen the rapid handling of heating and supply cases.
In the next step, the National Development and Reform Commission and the National Energy Administration will work with all parties concerned to unify their ideas and actions into the decisions and deployments of the Party Central Committee and the State Council, keep an eye on key areas and key links, strengthen overall scheduling and operation coordination, and do all the work thoroughly and meticulously to ensure the overall stability of the country's energy security and supply in winter and that the masses stay warm through the winter.
Securities Times: Currently, global food market fluctuations are intensifying, and factors such as geographical conflicts and extreme weather have impacted international food production and trade. What was the food security situation in our country during the “15th Five-Year Plan” period?
Kou Rong:
Thank you for your question. Your question is also one that everyone is very concerned about. In recent years, uncertain and unpredictable factors around the world have been compounded, and the international food market has fluctuated greatly. We have also been closely monitoring, continuously monitoring, and actively responding. Overall, the domestic grain market has always had sufficient supply and stable operation. China's food security was firmly guaranteed during the “15th Five-Year Plan” period. Summarizing it up, there are three main words: “stable, thick, and sufficient.”
“Stable” means that the production chassis is stable. Steady momentum comes from the policy of strengthening agriculture and benefiting farmers over the years, implementing hidden grain in the land, hiding food in technology, strictly adhering to the red line of arable land, and implementing a new round of actions to increase grain production capacity by 100 billion kg. Another advantage is that our country is vast, and different regions can make up for each other. Some regions face droughts and floods, and other production areas can take the lead, so grain production is very resilient. China's grain harvest has been good year after year, achieving “basic self-sufficiency in grain and absolute safety in food rations”. The per capita share of food exceeds 500 kilograms, which is higher than the world average and the internationally recognized food safety line.
“Thick” means that the reserve base is thick. After years of development, China's grain reserve system is more complete, the mechanism is more complete, the structure continues to be optimized, and the layout is more reasonable. The consumption ratio of food stocks in the whole society is far higher than the 17% to 18% international food security warning line, and 36 large and medium-sized cities can guarantee reserves of finished grain and oil products for more than 15 days. At the same time, the country's standard grain warehouses have an intact storage capacity of 730 million tons, of which more than 250 million tons have storage capacity at low or quasi-low temperatures, which is equivalent to putting grain in a “big refrigerator”, which is good for keeping food fresh and with little loss. We have food in our hands, and don't panic. Abundant food reserves are the “ballast stone” of our country's food security.
“Foot” refers to sufficient processing capacity. There are about 24,000 grain processing enterprises of various types across the country. The total annual industrial output value of grain enterprises exceeds 4 trillion yuan. The processing capacity for flour, rice, and cooking oil is sufficient, and finished grain and oil products can be put on the market at any time, which can fully meet the needs of daily consumption. There are more than 7,000 emergency grain processing enterprises at all levels, and the daily emergency processing capacity for grain and oil exceeds 1.8 million tons. Raw grains can be turned into rice, noodles, and oil on the shelves at any time.
Ensuring food security is an eternal issue. In the next step, we will work with relevant parties to always adhere to the national food security strategy of “putting me first, based at home, ensuring production capacity, moderate imports, and scientific and technological support”, enhance our ability to coordinate and guarantee the purchase, storage, and marketing of grain production, strictly implement the requirements of the Party and government of shared responsibility for arable land protection and food security, and strictly abide by the red line of arable land. Further improve grain production, optimize production structures, strengthen grain purchase, sale and reserve management, strengthen reserve regulation functions, and promote the quality and efficiency of grain circulation. Improve the fertilizer reserve system and do a good job of securing the supply and price of chemical fertilizer. Establish stable and controlled overseas supply channels, moderately import scarce high-quality varieties, promote trade and production coordination, comprehensively enhance the country's food security and security capabilities, and take the Chinese people's jobs firmly into their own hands.
Thank you.
Shenzhen TV: Since this year, in the face of the global oil and gas shock caused by the blockade of the Strait of Hormuz and the Middle East conflict, how effective has China been in dealing with it? Next, in order to ensure a stable supply of energy and chemical raw materials, what are the considerations for increasing oil and gas storage and production, diversifying imports, and complementing land and sea routes?
Ge Ju:
Thank you for your question. I'll answer that question. Since this year, in the face of turbulent changes in the international situation and drastic fluctuations in the global oil and gas market, China has made comprehensive use of both domestic and international markets and resources to increase oil and gas storage and production, and actively reduce crude oil imports. On the basis of ensuring stable and orderly domestic supply, it has effectively hedged the global supply gap caused by the blockade of the Strait of Hormuz, and has made positive contributions to maintaining the stability of the international oil and gas market. In the next step, we will further coordinate domestic supply and diversified imports to strengthen oil and gas safety and security.
On the one hand, make good efforts to build domestic supply capacity. Deeply implement the 10-year action plan for oil and gas exploration and development, increase investment and workload, and consolidate the resource base. Focus on key oil and gas basins such as Ordos, Bohai Bay, Sichuan and Chongqing, Tarim, and Songliao, accelerate the construction of a number of national oil and gas strategic support bases, insist on increasing the volume of deep-sea, deep-sea, unconventional and old oil and gas fields, and promote a steady rise in crude oil production and rapid growth in natural gas production, making domestic supply more emboldened. At the same time, make better use of the role of a “regulator” and “ballast stone” for oil and gas reserves, build a major oil reserve system, adhere to the “large storage station and intensive layout”, plan a number of major natural gas reserve projects, and focus on improving emergency peak shifting and peak supply capacity for natural gas.
On the other hand, take good care of multiple import guarantees. At present, we have developed oil and gas trade cooperation with nearly 50 countries around the world. Our import sources cover the world's major oil and gas exporters, and international oil and gas cooperation is stable and reliable. During the “15th Five-Year Plan” period, we will further expand our “circle of friends” for oil and gas cooperation, strengthen cooperation with major overseas oil and gas production regions, and raise the level of diversification of sources and channels. At the same time, it will consolidate and expand strategic land import channels, maintain the safety of shipping lanes, and ensure that oil and gas can be bought and transported back.
Xinhua News Agency, China Economic and Social Council: In recent years, China's grain harvest has been good year after year. Grain production will reach 1429.8 billion kg in 2025, but it is also facing adverse factors such as frequent extreme weather. What is the current progress of the new round of actions to increase grain production capacity by 100 billion kg? During the “15th Five-Year Plan” period, to improve comprehensive grain production capacity, how can we better coordinate production, structure and resilience, and systematically stabilize the granaries of major countries?
Howa:
To ensure food security, the key is to preserve food production capacity. In March 2024, the State Council issued and implemented the “New Round of Action Plan to Increase Grain Production Capacity by 100 billion kg (2024-2030)”. This year has entered its third year. Overall, all regions and departments have made significant progress by steadily promoting the storage of grain in the land and the preservation of food in technology, continuously improving support policies and investment guarantee mechanisms, and stepping up the construction of supporting projects. In 2025, China's grain production reached 1.43 trillion kg, standing at 1.4 trillion kg for two consecutive years, providing solid support for promoting stable and healthy economic and social development and responding effectively to external risks and challenges.
During the “15th Five-Year Plan” period, the National Development and Reform Commission will work with all localities and relevant departments to earnestly implement the decisions and arrangements of the Party Central Committee and the State Council, using a new round of actions to increase grain production capacity by 100 billion kg, consolidating the production base, refining production paths, strengthening policy guarantees, and rolling up sleeves to build good fields and nurture good seeds, so that China's rice bowl is mainly filled with Chinese food. Focus on doing a good job in three areas.
First, there are two keys to securing arable land and seeds. One key is to take good care of improving the quality of arable land. In recent years, the country has made great efforts to promote the construction of high-standard farmland and continue to consolidate the farmland water conservancy foundation. At present, the country has built more than 1 billion mu of high-standard farmland. Farmland irrigation and drainage guarantee capacity is improving year by year, and the resilience of grain production is constantly increasing. In the next step, we will continue to improve and improve construction, operation, and management mechanisms, promote the construction of high-standard farmland with high quality, and gradually build all permanent basic farmland that meets the conditions into high-standard farmland, so as to truly reduce production with fewer major disasters, maintain stable production from light disasters, and increase production more without disasters. At the same time, we are speeding up the construction and transformation of key projects in the irrigation area, so that more “Wangtian fields” can be turned into “harvest fields.” Another key is to take good care of the seed industry. Deeply implement seed industry revitalization actions, lay out modern seed industry projects around the “protect, nurture, test, and refine” chain, strengthen the protection and utilization of germplasm resources, improve the commercial breeding innovation system, improve variety testing and evaluation capabilities, cultivate high-yield, high-quality, stress-resistant new varieties, firmly hold the leading varieties in their own hands, and further consolidate the seed source foundation for increasing grain production capacity.
Second, insist on making efforts to stabilize the area and produce bills of lading. In 2025, 1,791 million mu of grain were planted in China, which maintained steady growth for 6 consecutive years. Increased yield contributed more than 90% to the increase in grain production. In a situation where arable land resources are limited, the main focus of increasing grain production capacity during the “15th Five-Year Plan” period was to further raise the yield level on the basis of ensuring the stability of the sown area. Next, it is necessary not only to adhere to stable area, strictly implement the shared responsibility of the Party and government for food security, strictly abide by the red line of arable land protection, and ensure stable grain planting area, but also focus on bill of lading, taking into account local farming habits and actual resource endowments, and adopt regional and varietal policies to promote the integration and efficiency of good fields, good seeds, good opportunities, and good practices, so as to achieve a balanced increase in production of major grain and oil crops over a large area.
Third, better motivate farmers to grow food and gather local food. To guarantee the country's food security, it is necessary to further optimize and improve food production support policies, insist on increasing production and revenue together, and effectively increase production enthusiasm through stable earnings. On the one hand, it allows farmers to earn money by growing food. Focus on reducing costs, preventing risks, stabilizing prices, and increasing efficiency in grain production, coordinating production, storage, and imports, and collaborating to play the role of investment, prices, subsidies, and insurance policies to strengthen farmers and enrich farmers, and stabilize farmers' income expectations from growing grain. On the other hand, let the local community catch food without loss. Improve the benefit compensation mechanism for major grain-producing regions, implement inter-provincial horizontal benefit compensation policies for grain-producing and marketing regions, support major producing regions to increase grain production capacity and overall efficiency, insist that the main production areas, main marketing areas, and production and marketing balance zones share jobs and responsibilities, and fully mobilize the enthusiasm of local farmers to focus on food.
Elephant News: Food procurement is an important part of grain circulation. China's grain purchases are large and wide-ranging. How are the acquisitions organized? What are the specific arrangements for grain procurement during the “15th Five-Year Plan” period?
Luo Shouquan:
The purchase of grain is the starting point for the distribution of grain. It concerns the interests of farmers growing grain and the stable supply in the market.
According to comprehensive research, with the steady increase in China's grain production capacity, the annual grain purchase volume will continue to remain above 400 million tons during the “15th Five-Year Plan” period. The general principle of organizing such large-scale food purchases is to adhere to the market-based orientation and protect farmers' interests, integrate effective markets and promising government, and grasp the four aspects in detail. The first is to keep the bottom line. Strengthen the overall organization of acquisition work, strengthen departmental coordination and central local collaboration, and ensure that various policies are implemented and effective. Tens of thousands of grain-related enterprises are the main force in the grain acquisition market. It is necessary to give full play to the role of the market mechanism and continue to guide all types of enterprises to enter the market to carry out market-based purchases and sales; at the same time, pay close attention to the domestic and foreign grain market situation, make good use of policy tools such as reserve throughput and purchase at the lowest purchase price, and resolutely adhere to the bottom line that farmers can “grow and sell”. The second is a live market. Strengthen the guarantee of acquisition storage, capital, personnel, transportation capacity, etc., continuously improve policies, optimize the environment, and create favorable conditions for various entities to enter the market. Play a good role as a carrier for the China Grain Trade Conference and regional production and marketing negotiations, further deepen production and marketing cooperation, encourage enterprises in a position to do so to strengthen the connection between agricultural enterprises through orders and other means, and promote the smooth circulation of grain. Strengthen brand leadership, technological empowerment, and promote the quality and efficiency of the grain industry. Third, excellent service. Serve farmers and enterprises throughout the entire grain acquisition process, adapt to changes in the situation, meet the needs of major players, and continue to step up efforts in terms of acquisition sites, information consultation, and post-delivery services. Promote and interpret policies through multiple channels, publish information on the progress of grain purchases, market prices, etc. in a timely manner, respond to the concerns of all parties in a timely manner, and coordinate the resolution of the public's urgent concerns. Fourth, strict supervision. Strengthen supervision of grain procurement activities according to law and regulations, and step up inspections such as quality inspection and policy implementation. Strengthen social supervision, clear channels for reporting issues such as the 12325 Food and Material Reserve Supervision Hotline, guide local authorities to respond positively to public concerns, substantially resolve conflicts and disputes, promptly investigate and punish illegal acts, strengthen the effectiveness of supervision, and play the role of a “bridge to the heart” to help farmers sell clear grain and safe food. Coordinate the use of information technology supervision, credit supervision and other means to strengthen cross-departmental law enforcement cooperation, strictly punish all types of agricultural pitting and harming agriculture, and maintain a good order of acquisitions.
China Energy Media: The country's electricity load reached a record high this summer. At the same time, the burgeoning development of emerging industries such as the computing power industry is driving rapid growth in electricity consumption. What are the considerations of the “15th Five-Year Plan” in coordinating the development of various types of power sources and enhancing power supply capacity? How to guarantee electricity supply in extreme weather such as high temperatures and cold, low wind and light?
Ge Ju:
Thank you for your question. I'll answer that question. During the peak summer season this year, the country's electricity consumption reached its historical extreme value 4 times. The maximum value increased by 50 million kilowatts over last year. The electricity consumption load in 6 regional power grids, including North China, Northeast China, and East China, reached a record high 23 times. China's power system operated smoothly, which strongly guaranteed the electricity needs of the whole society for production and domestic use.
On the power supply side, we are focusing on traditional power supply back-up guarantees, implementing next-generation coal power transformation and upgrading, and promoting the transformation of coal power to a supportive and adjustable power source. Lay out a batch of peak-shifting gas and electricity according to local conditions. Promote the construction of major hydropower and nuclear power projects in an orderly manner. The other hand focuses on safe and reliable replacement of new energy sources, continuously improving the power prediction accuracy of new energy generation, and laying out and constructing a number of system-friendly new energy power plants, focusing on enhancing reliable peak power generation capacity. By 2030, wind power and photovoltaics will contribute more than 20% of the power generation to the system during periods of peak summer, peak winter and evening peak, etc., and will increase by about 10 percentage points.
On the power grid side, speed up the construction of a new type of power grid with main distribution and micro collaboration, give full play to the advantages of the “national game of chess” of China's large power grid, strengthen capacity building for power transmission between the west and east, promote 40 million kilowatts of complementary electricity between provinces, build a strong and resilient power distribution system, enhance the power supply guarantee capacity and comprehensive carrying capacity of distribution grids, and enhance the self-balancing and self-regulation capabilities of smart microgrids.
On the user side, fully tap the power load adjustment potential of electric vehicles, air conditioners, etc., comprehensively promote intelligent and orderly charging, expand the scope of large-scale application of vehicle network interaction, promote large-scale development of virtual power plants, promote the large-scale development of virtual power plants, and promote the regulation capacity of virtual power plants to reach more than 50 million kilowatts in 2030, so that users can participate more in power system regulation and interaction.
On the energy storage side, make better use of the role of energy storage as a “power bank” and “regulator” of the power system, and rationally lay out and build a number of pumped energy storage power plants. The installed capacity will reach about 160 million kilowatts in 2030. Vigorously develop new types of energy storage and encourage the development of various technology routes. The installed capacity will reach 300 million kilowatts in 2030.
Furthermore, extreme weather has been frequent and intense in recent years. Faced with the possible impact of superstrong El Niño, we will strengthen the analysis and judgment of the electricity supply and demand situation, strengthen monitoring, early warning and emergency control, and effectively deal with all kinds of uncertainties with a safe and adequate power supply system.
China Energy News: In recent years, China's maximum electricity consumption and peak gas consumption have repeatedly reached new highs. What measures will the country take during the “15th Five-Year Plan” period to systematically raise the level of energy supply guarantee to better support economic and social development and people's livelihood energy needs?
Tang Yu:
Thanks for the question. Since this year, in the face of the severe and complex external environment and frequent extreme weather, China's energy supply has always been safe and stable. During the “peak summer” period, the electricity supply was stable and orderly, and domestic oil and gas supply was strong and effective, showing strong resilience. Achieving these results is fundamentally due to the Party Central Committee taking control of the overall situation and planning scientifically. As early as 2014, General Secretary Xi Jinping creatively proposed a new “four revolutions, one cooperation” energy security strategy and proactively carried out a forward-looking layout; in recent years, he has also made a series of major arrangements, such as speeding up the planning and construction of a new energy system and building an energy power. Our committee and all relevant parties have thoroughly implemented it and firmly adhered to the bottom line of energy security. These results were also reflected centrally this year. During the “15th Five-Year Plan” period, we will focus on the following four aspects to further improve the level of energy supply guarantee.
The first is to adapt to the needs of economic and social development, and to consolidate the foundation for energy security and supply in a more realistic way. Starting from the overall development of the country, anchor the goals and tasks of initially building a new energy system in 2030, promote the construction of an energy power, enhance energy security and security capabilities, achieve a higher level of energy security during development, and ensure that the energy bowl is firmly in one's hands.
The second is to improve the energy production, supply, storage and marketing system to make safety more resilient. Increase comprehensive energy production capacity, reach 5.8 billion tons of standard coal by 2030, adhere to independent guarantee of core oil and gas needs, enhance diversified energy imports and security guarantee capabilities, and steadily increase China's energy self-sufficiency rate. Strengthen energy reserves, promote capacity building for coal reserves, and improve the oil and gas storage system. Deepen energy market-based reforms and establish a unified national energy market system.
The third is to coordinate energy security and supply and green and low-carbon transformation to make the pace of transformation more stable. Unswervingly follow the path of ecological priority and green development, promote the safe, reliable and orderly replacement of fossil energy with non-fossil energy, raise the level of electrification of terminal energy use, promote greening and low-carbon energy consumption, and strongly support the goal of 25% of non-fossil energy consumption by 2030.
Fourth, raise the level of energy use security and secure the bottom line of people's livelihood more firmly. Improve urban energy infrastructure and further promote the rural energy revolution. Improve multi-level energy emergency guarantee mechanisms and improve insurance and supply plans. Implement the “Administrative Measures on Medium- and Long-Term Contracts for Energy Insurance and Supply (Trial)”, ensure that medium- and long-term contracts for electricity, coal, electricity, and natural gas are signed and fulfilled, and priority is given to safeguarding people's livelihood energy needs.
Overall, thanks to the joint efforts of all parties, we have the foundation, ambition, and ability to provide strong energy support for the Chinese-style modernization drive. In the next step, the National Development and Reform Commission and the National Energy Administration will work with all relevant parties to speed up all aspects of the “15th Five-Year Plan” energy planning and construction, firmly adhere to the bottom line of energy security with higher standards, effectively guarantee the energy needs of economic and social development, and make the energy use of the masses more efficient, safer, and more reliable.
China Youth Daily: Adequate grain reserves are the “ballast stone” to guarantee the country's food security. During the “15th Five-Year Plan” period, what are China's plans to strengthen grain reserve capacity building?
Luo Shouquan:
Food reserves are an important material foundation for ensuring the country's food security. In recent years, all relevant departments in all regions have thoroughly implemented the decisions and arrangements of the Party Central Committee and the State Council, continuously improved the grain reserve system, reformed and perfected institutional mechanisms, focused on standardizing management and operation, and steadily improved reserve guarantee capabilities. During the “15th Five-Year Plan” period, grain storage work will focus on managing and using it well and ensuring safety, and will focus on the following four areas of work.
The first is to focus and be prepared. China has established a government reserve system including central government reserves and local government reserves. The positioning of reserves at all levels is more clear, the scale structure continues to be optimized, and the regional layout is more reasonable. Take local government reserves as an example. The current scale can meet the market supply for 3 months in the production area, 6 months in the sales area, and 4.5 months in the production and marketing balance area. This is determined based on the “first line of defense” function of local government reserves and the characteristics of production demand in different regions. During the “15th Five-Year Plan” period, we will comprehensively consider the food supply and demand, circulation situation, consumption changes, etc., and work with relevant parties to dynamically adjust and optimize the scale structure and layout of reserves to promote optimal storage and adequate demand.
Second, focus on good storage. The construction of grain storage facilities in China continues to advance, the level of modernization, greening and intelligence of warehousing is constantly improving, storage technology has reached the world's advanced level, and storage conditions are constantly improving. During the “15th Five-Year Plan” period, we will coordinate inventory transformation and new construction and expansion, optimize layout and function, steadily increase the size of high-standard granaries as needed, upgrade old warehouses that meet the requirements; promote and apply green grain storage technology according to local conditions, strengthen grain storage and quality management, and promote excellent grain storage. At the same time, we are actively building safe, smart, green and clean grain depots.
Third, focus on it and be able to control it. The Food Safety and Security Law makes special provisions on reserves. The central regulations on the management of grain reserves and the relevant rules and regulations of local governments clarify specific requirements. Supporting systems such as purchase and sale rotation, storage quality, supervision and inspection have been introduced one after another, and the guarantee of the reserve management system is stronger. Establish a digital supervision system for the purchase, sale and storage of grain to achieve full coverage of informatization of reserve supervision. During the “15th Five-Year Plan” period, we will continue to promote the establishment of regulations, improve management systems and standards in line with the new tasks and requirements of reserve management, and further strengthen institutional support; continue to transform food management and storage methods, effectively strengthen internal control management and external supervision, organic combination of “human defense” and “technical defense”, promote “artificial intelligence+food reserves”, and effectively use credit supervision and informatization supervision to improve the new model of food supervision.
Fourth, focus on being usable. Food reserves by the government are food that protects people's jobs. It must not only be stored well, but also used well, to ensure that it can be obtained, adjusted quickly, and used at critical times. Judging from recent practice, the government's regulation of grain reserves is strong and effective, and has played a positive role in securing supply, stabilizing the market, and responding to emergencies. During the “15th Five-Year Plan” period, we will improve and perfect the reserve operation mechanism based on reserve function positioning and classification policies, scientifically grasp the efficiency of reserve throughput times, and play a good role as a “reservoir” and “regulator” of reserves. At the same time, improve the emergency food security system, improve the mechanism for using reserves, strengthen the links between storage, processing, logistics, etc., and improve the efficiency and level of food security and supply under different circumstances.
Red Star News: Electrification and other fuel alternatives are seen as an important path to reducing oil and gas risks. What are the country's considerations in promoting oil and gas consumption substitution in key areas? What are the priorities of the “15th Five-Year Plan” work?
Ge Ju:
I'll answer that question. Currently, China's oil and gas consumption accounts for about one-third of terminal energy consumption. It is mainly concentrated in the fields of transportation, industry, etc., and there is still plenty of room for alternatives. Promoting the substitution of applications such as electric energy, hydrogen energy, and green fuel is not only an important path to reduce the risk of oil and gas imports and enhance autonomous security capabilities, but also an inevitable requirement to promote energy structure transformation and help achieve the “double carbon” goal. During the “15th Five-Year Plan” period, we will improve relevant policy mechanisms and take more measures to promote oil and gas consumption substitution, mainly the “three alternatives.”
The first is the substitution of electric energy. Electrification is currently the most mature clean alternative to energy use, and it is also an effective way to reduce oil consumption demand. In recent years, China's NEV development results have attracted worldwide attention. In the first three quarters of this year, NEV sales penetration rate reached 53.6%, and the scale of oil and gas substitution continued to increase. In the next step, we will continue to further promote electricity substitution. By 2030, the share of electricity in China's terminal energy consumption will increase to about 35%. In the field of transportation, we will promote the construction of charging and switching infrastructure with high quality, and build charging infrastructure networks with urban, highway, and rural point layouts. By 2030, there will be more than 40 million charging infrastructures, forming a charging service capacity to support more than 110 million electric vehicles.
Second, hydrogen energy and green fuel substitution. On the one hand, strengthen the overall layout of the industry and systematically promote the large-scale development of hydrogen energy and green fuel industries such as green methanol, green ammonia, and green aviation fuel, focusing on the construction of a number of green hydrogen-ammonia alcohol production projects in Northeast China, the “few curves” of the Yellow River, northern China, and the northern foothills of Tianshan Mountain. On the other hand, innovate and expand application space, develop models such as direct hydrogen production with green power and off-grid hydrogen production from renewable energy according to local conditions, carry out high-quality comprehensive hydrogen application pilot projects, push the scale of hydrogen production from renewable energy to 2 million tons by 2030, and expand the application of hydrogen energy and green fuel in the fields of power generation, transportation, chemical metallurgy, and large-scale energy storage. The third is the replacement of coal to oil and gas. Based on China's resource endowments rich in coal, poor in oil and gas, we will make good use of our “home base” of coal, strengthen coal-to-oil and gas production capacity and technical reserves, and solidly push forward the construction of coal-to-oil and gas strategic bases such as Ordos in Inner Mongolia, Yulin in Shaanxi, Zhundong in Xinjiang, and Hami in Xinjiang.
